Does the Bank of Melbourne Amplify card earn points when paying council rates?

Does anyone have experience of using this card to pay Council Rates?

Noosa Council, Wollongong and Northern Beaches Councils if specifics are needed.

Northern Beaches Council takes CC payments through BPOINT.

Any help appreciated

St George Amplify, which is basically the same program specifies in the T&C that government charges does not earn any points.
