Do ATO payments count towards "eligible purchases" to meet minimum spend?

Hi,
I am trying to meet the minimum eligible spend on a Westpac black altitude card. I have read the cards’ terms & conditions and understand that ATO payments do not attract Qantas points. However in relation to “eligible purchases” it does not prohibit government charges.
The disclaimer states “eligible purchases do not include fees, cash, cash equivalent transactions, BPAY, refunds and balance transfer debited from card amount”.
Going by this, it sounds to me that paying the ATO will help meet the minimum spend for the bonus points. What does the community think?
