Can you use Paypal on government spend to avoid the transaction being categorised as government spend?

I have a card that gives reduced points for government spending. I was wondering if a payment to a government provider via PayPal is recognised as government spend

If the government body takes PayPal then you will get the full earn.

I pay Sydney water this way to get full points

My local council accepts Rate payments via PostBillPay (AusPost) which lets you pay with your paypal account.

I linked my AMEX to paypal and got the full 1.5x per $ rate when I paid last week.
