What can you do at a technical stop?

I am trying to book a flight and one of the options is SYD to LHR with a “technical stop” 1:30hrs in SIN.

Does that mean that I will just stay on the plane for 1:30hrs?

What would you consider the min layover that you can find a shower somewhere and breath for 30-60 min?

Technical stops are generally for the benefit of the plane (e.g. refueling). Passengers or cargo are generally not unloaded.
