I’m wondering if qantas refund their award frequent seats. Needing to possibly cancel a business class trip to bali due to an illness in the family and wondering what my chances are?

Yes they do refund but for a fee. There is a really helpful pointhacks article.
If you cancel 24 hours before you depart, you just need to pay 6000 Qantas points and the original amount of points along with taxes will be refunded.
Alternatively, you could change to a different date subject to availability in award space.
