If my partner has a balance with Velocity, and we activate family pooling, do I get her points only after the activation? Any chance to transfer the existing one?

You can transfer velocity points between family members. Below is quoted from velocity website
“You can transfer Points from your account to the account of an eligible family member, who is also a frequent flyer member of Velocity, up to four times per membership year. Each transfer must be for between 5,000 and 125,000 Points.”
You can use the family transfer feature to transfer current point balance. Family pooling feature applies for any future points earned by family members (in the pool) in to one account.
