Can you start booking RTW one world flights without enough points?

Hello,
I only have approx 230k points so far. Will be churning another card shortly.

I’ve read on here that you do not need to book all the flights at once on a RTW ticket, does this also apply if you don’t have 318k points too (for business class)?
I.e, can I book a couple of key flights now with the points I have and then add the rest of the itinerary when I get more points through?

Yes. You can start building a RTW itinerary with as little as 1 flight. It will cap at the point costs as long as you stay within the terms and conditions.
