Can I use velocity points to upgrade with Air Canada?

My husband and I are new to point hacks and are flying to Vancouver with Air Canada next month - economy. We paid for the tickets with cash.
We have about 55,000 velocity points. Does anyone know if there is a way to use these points to get an upgrade.to Premium Economy and how we go about this?

Unfortunately not. Quoted from the Velocity website:

“To be eligible for an upgrade, all flights must be marketed and operated by Virgin Australia and issued by Virgin Australia with a ticket number beginning with “795”.”
