Can I book a flight (singapore airlines) and upgrade using my kris flyer number and points. But then add my velocity account number after so the miles go to my velocity account?

I am 99% sure you can do this. Either upgrade your flight first and change the frequent flyer details via the website or change this detail at the check-in counter or at the lounge after check in.
